Dr. Brilliant Habeenzu

Dr. Brilliant Habeenzu is a distinguished engineer, policy strategist, and public sector leader who is serving as the Permanent Secretary in the Ministry of Technology and Science from 2021. With a strong foundation in Engineering, he holds degree from the University of Zambia’s School of Engineering, a Master’s Degree from University of Cape Town and a Doctorate from the University of Pretoria in South Africa, combining deep technical expertise with visionary leadership. Dr. Habeenzu has been at the helm of Zambia’s technological renaissance especially in driving landmark policy and legal reforms and national strategies that are reshaping the country’s Skills, Science, Technology, Communications and Digital Technologies development trajectory. Under his stewardship, Zambia has successfully formulated and launched critical policy and legal frameworks including the: (i) National ICT Policy; (ii) Science, Technology and Innovation (STI) Policy; (iii) National Digital Transformation Strategy; (iv) Artificial Intelligence Strategy; (v) Skills Transformation Strategy; (vi) Technology and Innovation Strategy; (vii) Cyber Security Act; and (viii) Data Protection Act. These strategic documents are serving as blueprints for Zambia’s journey into the 4th Industrial Revolution in positioning the country on the path to growth anchored on Digital Technologies as well as Innovation, Science, Research and Skills for the future that drive inclusivity and sustainability. Dr. Habeenzu is known for his ability to bridge the gap between policy and practice, particularly in mobilizing relevant stakeholders across government, industry, academia, and development partners to drive inclusive growth in line with the mandate of the Ministry of Technology and Science.
